I like your plan. But I think 5000 hours is quite a lot of time. I don't think some people will be happy about that. For playing 5000 hours I think more rewards should be added than. 
And as Fabio indicates, people will stand in spec and then build up hours.. you shouldn't want that. Or what you say yourself that you only build up hours if you play instead of staying in spec that is an option indeed.
