!optimal and !help commands

- just an idea for 2 commands i don't know if it's possible

1- !optimal chat command in console PM ( normal estable settings ) : it applys this settings

P.S : that can help people who disconnect overflow only for PC problems but for internet problems we can't do anything about it . ( no wonder that game crash while using google browser, discord app and the game in the same time if PC can't handle all that )

2- !help chat command in console PM : ( show this ) or if it's not possible maybe just an update for the FAQ

P.S : ( this's only the most common commands that newbeis " Level 1 " ask for always ) without any spamm binds or commands that lead to game crash for who don't know much about it .
