Reign of the Undead - Revolution

In RotU, Medic's special weapon is Tomahawk, but it is difficult to be used, versus some kinds of zombies... I was thinking, why can't medics use Tomahawk while they are down? This will be a good thing for medics, since Tomahawk isn't used a lot!
